The Substantial Nigra (a little black part of the tegmentum which is part of the mesencephalon aka midbrain) sends neurotransmitters to the Caudate Nucleus and the Putamen (both parts of the Basal Ganglia {part of the Telencephalon aka forebrain}).
The Basal Ganglia deals with movement. Thus, when the nuerons in the Substantial Nigra are effected by toxins (that cause MPTP to be converted to MPP+ by MAO and go into the mitochondria and kill off dopamine in the Substantial Nigra) they cease to be sent to the Basal Ganglia and Parkinson's (weakness, tremors, rigidity of limbs, poor balance) develops.
